It is a very good way to get the word out about Eco / Green issues. It is a geat project to do with a bunch of your friends. And it can be a lot of fun.
The project is to create a film festival online that is on some way about Eco / Green. The result will be a site where people can submit their films for consideration and can view the videos that have been posted.

Basic Steps
Decide on the Eco/Green topic of the festival.
Determine how you will publicize your film festival. This will require the creation of a marketing plan with a section focused on submitters rather than viewers (which will come later).
You might want to create a couple of your own in order to make the site look interesting as others visit. If you decide not to do this, you should have a few friends who you know will post their videos prior to launching the site.
Create the venue (the website) on which you will publish the videos. Consider whether they will all be provided simultaneously or if you will post a new video daily/weekly or on some other frequency. You will want to have someone else host your videos. Youtube is a good choice for this given its popularity and with the new APIs (see link), you have more control of the content. Look at other sites as you design yours!
Market your festival. This is the other part of your marketing plan. Look for communities to advertise it to.
Launch your festival. Track visitors (google analytics is a good way to do this).
Make adjustments to both your site and your marketing based on how things are going. Don't expect to get it exactly right first try. Very very few people do!
And of course have fun with it!
